Adam Azim and Sergey Lipinets both missed weight for their light-welterweight fight on Saturday in London.
Briton Azim blamed the scales as he weighed in 5oz over before his opponent Lipinets was a pound above the 10st limit.
Each fighter had two hours to lose the weight and unbeaten prospect Azim was confident he would have no issues.
"There's something wrong with the scales, because I weighed in earlier and I was more or less than that," Azim said.
"It's all good. Obviously I don't want to be naked in front of everyone."
Azim and Lipinets will contest the IBO title at Wembley Arena, but need to make weight for the belt to be on the line.
Azim, 22, is unbeaten in 12 fights and is looking to step up to world title level in 2025.
Lipinets is 13 years Azim's senior and has 18 wins, one draw and three losses on his record and held the IBF title in 2017.
